I know forums as a medium are a dying breed, but does anyone know of any forum that is not make/model specific but deals with track car setup? Specifically things like safety system setup and design. Think fire suppression systems, seat/harness mounting, cage design, aero, etc.

The rule book for whatever sanctioning body you plan to race with will cover all of that in detail. There are some safety things you can do yourself like belt installs, lens taping and kill switches, but building a cage and the seat set up is usually best left to the cage builder/race shop of your choice.
In terms of building a cage, if you’re a not a good enough welder to do it for a living, it is unlikely that one is going to be able to produce a good enough cage to get a logbook issued by a major sanctioning body. Every inch of tubing and weld will be scrutinized. The seat install is usually done by the cage builder also, simply because some aspects of the main hoop diagonal and harness bar set up, and sometimes the door bars, depend on knowing what seat is going to be used and where it will be to end up with everything in the right location and in compliance with the rules.
In short, pick the seat you want to use, decide if you want it bolted to the floor or on rails for adjustment, and then leave it with the cage builder with the car. The cage builder will usually spend some time with you mocking up the seat setup at the outset so they know exactly where the seat it going to be and work from there.
I would stress that it is important to know who you want to play with and in what class up front and build to the rules. I’ve seen folks over the years that run into problems when they try to make the jump from running track days and time trials where just about anything goes to racing for real when they find out they have to basically start the car over from scratch to get a logbook for it. I’ve also seen folks have problems when buying a used race car that was built to race with with a smaller sanctioning bodies like BMWCCA or PCA and then not being able to logbook it for a bigger sanctioning body without significant modification.
In general, a car built to NASA or SCCA GCR safety specs should be able to play with pretty much any sanctioning body in the country without much change.
